The Holy Spirit only comes to abide in those who are obedient to the King's Word. You have to surrender your will to His will. One of the ways the Holy Spirit enacts God's Will and brings this about in our lives is by asserting the Lord God's authority in this world. Keep in mind, one of the Lord God's representatives was bold and courageous and stood bold on the Lord God's Word. Read what the Lord God stated to Joshua: Be strong and of good courage, for to this people you shall divide as an inheritance the land which I swore to their fathers to give them. Only be strong and very courageous, that you may observe to do according to all the law which Moses My servant commanded you; do not turn from it to the right hand or to the left, that you may prosper wherever you go. This Book of the Law shall not depart from your mouth, but you shall meditate in it day and night, that you may observe to do according to all that is written in it. For then you will make your way prosperous, and then you will have good success. This is especially true against the pretender (Satan) and his agents. That is what the governor does. He established the authority of His King in the new territory.
Many individuals both inside and outside the kingdom are confused about who the Holy Spirit is and what He does. Some see Him only as the most mysterious Person of the Godhead, the Trinity, about whom little is known or can be known. To others, He is the one who sends tingles down people's spines and gives them a "warm fuzzy" feeling during worship, or the one who knocks people down and rolls them around on the floor. Those things may happen sometimes, but they definitely don't reflect the environment or atmosphere of Heaven, nor do they reflect the reason the Governor came. This is why understanding the Kingdom concept is so important to the people of the Kingdom.
Keep in mind, when the Master Gardener came back to reside in men, it was an intelligent reaction.
Then there appeared to them divided tongues, as of fire, and one sat upon each of them. And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance.
And there were dwelling in Jerusalem Jews, devout men, from every nation under heaven. And when this sound occurred, the multitude came together, and were confused, because everyone heard them speak in his own language. Then they were all amazed and marveled, saying to one another, “Look, are not all these who speak Galileans? And how is it that we hear, each in our own language in which we were born? Parthians and Medes and Elamites, those dwelling in Mesopotamia, Judea and Cappadocia, Pontus and Asia, Phrygia and Pamphylia, Egypt and the parts of Libya adjoining Cyrene, visitors from Rome, both Jews and proselytes, Cretans and Arabs—we hear them speaking in our own tongues the wonderful works of God.” So they were all amazed and perplexed, saying to one another, “Whatever could this mean?”
I also would like to say, that Heaven is a place of peace, harmony and order because it is the home of the King. The Holy Spirit is not some divine joy-buzzer or stun gun to give believers a jolt. He is a person whose job it is to mold them into the likeness of the King. The Holy Spirit is a vital part of who you are in the Kingdom. Without Him, you are just another individual, preaching on your own, trying to live a life of holiness without the Holy One living inside of you. Remember what Jesus stated: "But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me in Jerusalem, and in all Judea and Samaria, and to the end of the earth.” Power to live an effective, righteous life.
