There are many individuals who don't have the authority to represent the kingdom culture, simply because they don't have authorization. They don't have the Spirit of God. Any attempt to be in charge without authorization cancels authority. Many who have made attempts to represent God and His Son, Jesus, without the Holy Spirit have fallen in disgrace. Remember what Jesus the King instructed His disciples to do. He told them to wait for the Promise of the Helper: And being assembled together with them, He commanded them not to depart from Jerusalem, but to wait for the Promise of the Father, “which,” He said, “you have heard from Me; for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now.”
The Holy Spirit is your authorization of your authority to represent Him as an ambassador of the Kingdom of God. An individual can legitimately be "in charge", but he has to earn his position and be authorized for it through legal election, proper succession, a group's consensus, etc. There is an account in God's Constitution of a young shepherd by the name of David, who received authorization from God to succeed King Saul as the next King of Israel. A representative of God (prophet Samuel) was sent to inform him of his appointment and to anoint him for his rule. However, even with this divine sanction behind him, David did not take the throne until it was time for him to do so. He did not kill the current ruler, King Saul. As long as Saul was still alive, he did not usurp the throne, even though Saul sought to take his life. Through all of that, David made this statement: Look, this day your eyes have seen that the Lord delivered you today into my hand in the cave, and someone urged me to kill you. But my eye spared you, and I said, ‘I will not stretch out my hand against my lord, for he is the Lord’s anointed.’
The authorization of your leadership comes through the power of the Holy Spirit, and the Holy Spirit is only given to those who obey His Word. That is the Promise. Behold, I send the Promise of My Father upon you; but tarry in the city of Jerusalem until you are endued with power from on high.”
Keep in mind, being baptized in water only means that you are following the teaching of that leader. But being baptized with the Holy Spirit is having the Kingdom culture abiding in your mortal body. By the way, they are not the same thing. You will receive the Promise through obeying His Word. It's that Spirit that will cause you to be caught up at his appearing.
