The Holy Spirit Knows the Purpose and Will of God
The Bible is about a King, His Kingdom, and His royal family. The Bible itself is a royal document, revealing the purpose, desire and decree of the King, as well as the activities, history, and future destiny of His children and heirs. The Bible also describes the King’s expansion program, His plan to expand His heavenly realm into His earthly territory. This is why the Lord God made this statement: Then God blessed them, and God said to them, “Be fruitful and multiply; fill the earth and subdue it; have dominion over the fish of the sea, over the birds of the air, and over every living thing that moves on the earth.” Genesis 1:28 Considering all these things, the Bible is actually the constitution of His government.
As we read in chapter one of Genesis, the Lord God brought His heavenly realm into this earthly territory by establishing an outpost which contained His garden called Eden. Then He created Adam and Eve as caretakers and administrators to rule the earthly realm as He ruled in Heaven. The heaven, even the heavens, are the Lord’s; But the earth He has given to the children of men. Psalm 115:16 You have made him to have dominion over the works of Your hands; You have put all things under his feet. Psalm 8:6 Then God said, “Let Us make man in Our image, according to Our likeness; let them have dominion over the fish of the sea, over the birds of the air, and over the cattle, over all the earth and over every creeping thing that creeps on the earth.” Genesis 1:26
Keep in mind; God placed Adam and Eve in the Garden as its stewards and caretakers. I call them king and queen of the earthly domain. They were gardeners but they weren’t master gardeners. The master gardener was the Holy Spirit who, unlike them, had been present and instrumentally involved in the creation. In the beginning God created the heavens and the earth. The earth was without form, and void; and darkness was on the face of the deep. And the Spirit of God was hovering over the face of the waters. Genesis 1:1-2 The Spirit of God was present and the primary agent in the physical realm, including the Garden of Eden. Ambassador John stated: In the beginning the Word already existed. The Word was with God, and the Word was God. He existed in the beginning with God. God created everything through Him, and nothing was created except through Him. The Word gave life to everything that was created, and His life brought light to everyone. John 1:1-4 NLT
To receive the Holy Spirit—who is our Governor in God’s Kingdom—we first must be filled with, and cleansed by, His Word. The Lord Jesus made it quite clear: You are already clean because of the word which I have spoken to you. John 15:3
The Holy Spirit enacts the will of the Lord God in our lives. Enacts: to establish by legal and authoritative act, specifically, to make into law. To enact a bill. This is why it is vital to be filled with the Holy Spirit. Without Him, there is no Kingdom governmental authority operating within us. Going any other way is merely trying to accomplish His Will in your own strength. We know that ultimately that will not work out well!
To receive the Holy Spirit—our Governor—you must first love and be saturated with His Word, because it is His Word that will cleanse you. “If you [really] love Me, you will keep and obey My commandments. And I will ask the Father, and He will give you another Helper (Comforter, Advocate, Intercessor—Counselor, Strengthener, Standby), to be with you forever—the Spirit of Truth, whom the world cannot receive [and take to its heart] because it does not see Him or know Him, but you know Him because He (the Holy Spirit) remains with you continually and will be in you.” John 14:15-17 Note that He said His Father would give you another Counselor or Helper. The primary goal of the Governor—Holy Spirit—is to execute and enact the Will of the King, meaning the Lord God. He also stated that He would be with you forever.
A king’s word to his citizens is his constitution. His word is law and as such is infallible and sacred. It isn’t open for debate, discussion or reversal. Remember, in a kingdom the king imposes his personal will on His citizens and it becomes law. Once again, the role of the Holy Spirit—or Governor—is to implement the King’s laws in all of the King’s territory that is under His jurisdiction. We are the Holy Spirit’s territory because He lives in us. It is a must that the Holy Spirit resides in every citizen of God’s Kingdom.
The Governor never speaks on His own accord, but only speaks what He has received from the Lord God—the Father and Creator of all mankind. The Holy Spirit is perfectly suited to be the Governor of the “colony” on earth because He knows perfectly the heart and mind of the King. And He knows God's Will and purpose for our life.
Keep in mind that this intimacy of the Holy Spirit enables Him to conform the hearts and minds of Kingdom citizens to the mind of the King. By living in every citizen, the Holy Spirit allows the government and culture of heaven to reside in us. And the Holy Spirit helps us in our weakness. For example, we don’t know what God wants us to pray for. But the Holy Spirit prays for us with groanings that cannot be expressed in words. And the Father who knows all hearts knows what the Spirit is saying, for the Spirit pleads for us believers in harmony with God’s own will. And we know that God causes everything to work together for the good of those who love God and are called according to His purpose for them. For God knew His people in advance, and He chose them to become like His Son, so that His Son would be the firstborn among many brothers and sisters. Romans 8:26-29 NLT
